DIRECTOR’S BIO:

Charlotte D. Dobbs has demonstrated years of service to the Affordable Housing Industry.  Working her way up through the ranks in the housing industry has afforded her the opportunity to serve in many capacities.  Charlotte began her career in Property Management as a Leasing Consultant in 1982, seizing every opportunity to enhance her knowledge in the industry.   Charlotte aspired to learn all she could about the business.  After proving herself to be a capable and hardworking individual her talents were recognized.  Charlotte was soon promoted to Asst. Bookkeeper, Bookkeeper, Property Manager and Regional Manager. 

 

Charlotte’s service to the industry spans seven states including Georgia, Florida, Tennessee., Massachusetts, North Carolina., South Carolina. and Illinois. Charlotte has managed and overseen an array of program types including Conventional Site Management, Tax Credit, Public Housing, and Section 8 Programs. Charlotte is credited with extensive years of successful service in the property management industry and possessing excellent customer service skills, marketing, and delivery of product, low turnover rate and maximized gross potential.  Her experience has been extensive at all levels of resident service, customer service, marketing, and rental property operations including:

 

  • Pre-purchase due diligence including unit inspections and file audits
  • New development lease-up and marketing
  • Staff development and training
  • Project procurement including conventional and HUD 24CFR requirements
  • Writing scopes of work for renovation and on-going maintenance projects
  • Supervising multiple contractors from tradesmen to laborers
  • Developing operating budgets and re-forecasting semi-annually and quarterly
  • Reviewing operating statements, re-classing expenses and finalizing the General Ledgers and P & L’s
  • Overseeing large staffs in multiple locations at varying levels of authority including office and maintenance
  • Managing HUD and LIHTC annual compliance
  • Resident service skills to bridge residents’ needs from infants to elderly and community programming with local service providers, wellness centers, and family members

 

Experiences positively resulted in extensive physical and economic improvements as well as financial stability.  Because Charlotte has become known as a loyal and trusted employee, her career has afforded her the opportunity to lease-up, recover, and stabilize assets for the Southeast’s most dynamic firms.

Certified Voucher Specialist, Tax Credit Specialist & Certified Manager of Housing (NCHM), CPO (Certified Professional of Occupancy) Leadership Crisp, Certified Housing Manager, FHC Designation, Certificate of Housing Quality Standards, Regional Economic and Leadership Development, Notary Public, Ordained and Licensed Minster of the Gospel.
